With the next major patch Rift 1.1 rolling out new content on March 30, community team poster addressed some burning questions regarding the class buffs and nerfs going to hit the game.

Buffs

Warrior souls might find their ranged attack cool downs reduced by a third, permitting more consistent ranged damage. This buff together with a planned audit of PvE boss encounter mechanics will make sure melee characters have options and aren't overly punished for being close-combat fighters.

Nerfs

1. Saboteurs, who've been destructive PvP killing machines straight from the gate, will see their bomb-enhancing ability Charge Booster tweaked to bring down their damage to more modest levels.
2. Reavers can get reduced speed and overall healing consistent with other tanks, but their trademark mass threat generation will stay intact.
3. Group healing of Bards, Chloromancers and Justicars is going to be lowered, specifically their passive and secondary healing effects when a part of larger raids.
4. Void Knights and Dominators will have slower mana drains.

These changes aren't yet final and may be altered anytime, however it wouldn't hurt to stock up on Rift Platinum to ensure that when the buffs and nerfs do come a knockin, you're ready to purchase new gear that get the most from your recalibrated spec.
